These terms apply to the Panel Horizonbase website and to professional engagements booked through it. Governing law: Hong Kong.
Acceptance
By accessing panel-horizonbase.click or engaging Panel Horizonbase for customs reporting or trade analytics work, you agree to these terms. If you do not agree, do not use the site or commission work.
Services described
Pages describe professional analysis, documentation, and briefing services. They do not constitute a customs brokerage licence, legal advice, or a binding offer until confirmed in a written engagement note with scope and fees.
Intellectual property
Site content, templates we supply under engagement, and our written findings remain our intellectual property until and unless an engagement letter assigns specific deliverables to you. You may use contracted deliverables for your internal trade reporting. You may not resell our briefs as a product to third parties without written consent.
Client materials
You confirm you have the right to share documents you upload or send. You must redact secrets you do not wish reviewed. We treat client materials as confidential and use them only to perform the engagement.
Liability
Our work supports your internal reporting and decision-making. Filing decisions remain with you and your licensed broker. To the fullest extent permitted by Hong Kong law, Panel Horizonbase is not liable for indirect or consequential losses, including demurrage, penalties, or lost profits arising from reliance on our findings without independent verification by your filing agent. Our aggregate liability for a given engagement is limited to the fees paid for that engagement.
Website accuracy
We aim to keep rates and descriptions current. If website text conflicts with a signed engagement note, the engagement note prevails.
Governing law
These terms are governed by the laws of Hong Kong. Courts of Hong Kong have exclusive jurisdiction over disputes arising from site use or engagements, subject to any mandatory consumer protections that apply.
